He acknowledged Isabela’s contribution to the country as one of the primary rice and corn producers in the country.

The problem of rising food prices is, to a great extent, due to high demand and low supply. One remedy is to support supply. One way of supporting supply is improving irrigation. (The other options: improve farm roads, invest on hybrid seeds and improve food storage vs waste). If the status of irrigation development is pending, I wonder if Malacanang sees the urgency.
